Grant Description
Grant to a USA nonprofit organization or IHE for sports-based exchange programs. Funding is intended to enhance cross-cultural understanding through sports and to open new avenues of dialogue and collaboration between individuals and nations. Eligible programs engage priority audiences, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. The grant encompasses two programs: the Sports Visitor Program and the Sports Envoy Program.

The Sports Visitor and Sports Envoy Programs are designed to achieve the following goals:

  • Advance U.S. foreign policy goals;
  • Increase and deepen understanding of U.S. society, culture, and history, and dispel stereotypes;
  • Promote cross-cultural and mutual understanding, and appreciation for diversity, between American and international participants; and
  • Cultivate leadership and develop capacity for participants to build stable communities and strong civil society institutions in the U.S. and abroad.

In submitting a proposal to implement the Sports Visitor and Sports Envoy Programs, applicants should clearly demonstrate their understanding of, and commitment to, the following guiding principles:

  • Demonstrating through program design, administration, implementation, and evaluation, a strong commitment to diversity and the full inclusion of underrepresented and marginalized populations, and organizations that serve these populations;
  • Valuing the narrative power of sports and promoting the exchanges through a high-quality media and communication strategy;
  • Demonstrating leadership, expertise, and strong networks with U.S. and international sport, sport for development, and exchange organizations;
  • Demonstrating an original and flexible program design that is balanced with consistently high-quality implementation; and
  • Planning for a cost-efficient program, while maximizing participant numbers, and building on effective sport for development and sports diplomacy initiatives. 

Applicants should account for COVID-19 in planning for exchanges, taking into account timelines, protocols, contingencies, and budgets, among other considerations.

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education
  • Others (see text field entitled "Additional Eligibility Criteria" for clarification)

Additional Eligibility Criteria
U.S. public and private academic and cultural institutions, exchange-of-persons, and other notfor-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit applications for this competition. Applicants must have nonprofit status with the IRS at the time of application.
