Grants of up to $10,000 and grants of up to $20,000 to Maine nonprofit organizations, public schools, state agencies, and Indian tribal governments to support programs and activities related to the management of cats and dogs. Funding is available for both projects and capacity building.

Strong preference will be given to applicants that offer special or discounted programs to low-income pet owners.

Project grants support activities and expenses related to population control or management, including:

  • Subsidy or voucher programs for low-income or elderly Maine residents
  • Education and outreach programs for cat and dog owners
  • Purchase or rental of medical or transport equipment when it is connected to a population control project or program with measurable goals.

Capacity building grants, also known as organizational development grants, support activities that strengthen an animal welfare organization and improve its overall operations, including:

  • Training for staff and/or volunteers, with a focus on improving volunteer management
  • Improving fundraising, financial, or general management
  • Expanding services and programs
  • Developing and implementing business plans
  • Improving board operations.

The Belvedere Animal Welfare Fund advisory committee will give priority to proposals that:

  • Have clearly defined targets or goals and a practical strategy to measure progress
  • Have the greatest potential to positively impact the community or the organization
  • Will be sustained after Maine Community Foundation funding ends
  • Include other sources of funding to support the proposed work
  • Address the cat overpopulation problem specifically.

Estimated Size of Grant:

Organizations with annual budget of less than $500,000 can apply for up to $10,000. Organizations with annual budget of $500,000 or more can apply for up to $20,000.

Additional Eligibility Criteria:

Who is eligible to apply:
- Nonprofit 501(c)(3) federal tax-exempt organizations, including most municipalities
- Public schools
- Public agencies working for the State of Maine
- Indian tribal governments (or political subdivisions) recognized by the Department of the Interior
- Non-exempt groups with a fiscal sponsor that is a 501(c)(3) organization, public school, or public agency.

The Belvedere Animal Welfare Fund will not support:
- Annual appeals, capital campaigns, or endowments
- Equine programs
- Training for service animals
- Animal-assisted therapy programs
- Purebred rescue efforts
- Programs that transport adoptable animals from other states.

The following list will not be funded, without exception:
- Expenses already incurred
- Political campaigns
- Lobbying in the form of calls to action on a specific vote
- Religious activities: including, but not limited to, religious services, promotion of religious beliefs, or activities that are restricted to church or religious group membership
