Grant Description
Contracts for services to USA and territories tribal organizations and state agencies to support elderly populations impacted by natural disasters. Applicants must consult with program staff and complete required registrations prior to applying. Funding is intended for purposes such as outreach, counseling, advocacy, and other services, as well as for food, transportation, emergency medications, and related needs.

Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds only become available when the President declares a Major Disaster under the Stafford Act and may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States.

Funds typically requested are for the following OAA Title III types of gap-filling services: Outreach, information and assistance, counseling, case management, advocacy on behalf of older persons unable or reluctant to speak for themselves, and staff overtime. Funds may be used for additional food, supplies, extra home delivered meals, home clean up and safety, emergency medications, transportation and other such immediate needs. OAA funds may be used for permissible expenses incurred which are not or cannot be paid for through other disaster funding resources.

Eligible Applicants:
1. State Units on Aging in states for which some or all of the state has been declared a federal Major Disaster area by the President of the United States.
2. Federally recognized tribal organizations, who are receiving a grant under Title VI of the Older Americans Act, within the areas declared a federal Major Disaster area by the President of the United States

Grants awarded under this announcement are to provide funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds may only be used in those areas designated in the Disaster Declaration issued by the President of the United States under the Robert T. Stafford Relief and Emergency Assistance Act.

State Units on Aging (SUAs) are designated state-level agencies that are responsible for developing and administering multi-year state plans that advocate for and provide assistance to older residents, their families, and, in many states, for adults with physical disabilities. The 56 SUAs are located in each of the 50 states as well as the District of Columbia, Guam, Puerto Rico, American Samoa, the Mariana Islands, and the Virgin Islands.

(Once your SAM registration is active, allow 24 to 48 hours for the information to be available in Grants.gov before you can submit an application through Grants.gov.) Applicants should allot sufficient time prior to the application deadline to finalize a new, or renew an existing registration; maintain documentation (with dates) of their efforts to register or renew at least two weeks before the deadline.

Eligible SUAs and Title VI grantees should discuss their intent to apply and work with ACL Regional Office before submitting a formal application. The amount of funds requested should be discussed with Regional staff before the application is completed. Providing a draft of the narrative justification for the application to the Regional Office will help expedite the processing of an award.
