Grants of up to $10,000 to Maine nonprofits, municipal and county government units, and tribal governments to develop a plan for cultural programming to stimulate community economic development. Applicants must speak with program staff prior to the submission of an application. Funding is intended to help communities and regions assess their cultural needs and create a cultural plan.

The Cultural Plan Grant is the required Phase I of the larger Creative Communities = Economic Development (CCED) Phase II Implementation Grant. Grant applications are reviewed on a competitive basis using the following criteria:
- Evidence of a sound planning process that includes research, strong steering committee representation, a detailed timeline and a comprehensive work plan.
- Evidence of a high level of commitment from a cross-section of community partners including strong project leadership.
- Identification of a professional planning consultant to work with the applicant and community during this process.

Additional Eligibility Criteria:

Your community/region is eligible to apply only if it meets all of the following criteria:
- The lead applicant is a nonprofit organization with 501(c)(3) tax-exempt status from the Internal Revenue Service or is a unit of municipal, county or tribal government, legally established in the state of Maine.
- The lead applicant is in compliance with Final Reports required by the Maine Arts Commission for previous awards received.
- Applicant has discussed the proposal with agency Executive Director Julie Richard two or more weeks prior to the deadline and has been approved to apply.

Please note that this grant is for a community Creative Plan and is not intended for individual organizational planning.

Grant awards may not be re-granted nor used to cover the costs of brick-and-mortar projects, permanent or capital equipment, operating support, or fundraising.

Applicants must speak with Julie Richard, Executive Director, two or more weeks prior to the application deadline.

There is a 1:1 required in-kind or cash match for the grant.

The review process and delivery of funds may take up to six months. This means that grant funds may be used to reimburse costs that have been incurred for the project after the grant has been approved but prior to funds being disbursed.
